A conceptual theory paper.
Consequential information can be available within a governance system without becoming usable by the people entitled to decide. A concern may remain unspoken, lose material meaning during transmission, arrive after a commitment, receive ceremonial acknowledgment, or fail to connect with effective authority. This paper develops information survival as a process concept within Reality Contact Architecture (RCA). Information survives when its decision-relevant content, uncertainty, and implications remain sufficiently intact to receive timely substantive consideration by an accountable decision-maker. Survival permits reasoned rejection and does not require adoption of the source's preferred action. Drawing on research on employee voice, psychological safety, organizational attention, advice taking, authority, family governance, and organizational memory, the paper specifies six analytically distinguishable states through which a concern may travel. It explains how the nine existing RCA domains can affect transitions between these states and how consequences following one episode can shape subsequent participation. Concentrated authority is treated as an uneven distribution of effective control and dependency rather than a proxy for wealth or a diagnosis of the principal. Eight propositions address dependency, reception, information fidelity, source independence, effective authority, memory, verification, and the relationship between architecture and outcomes. The paper develops competing explanations, healthy counterexamples, and a research strategy based on decision episodes and multiple forms of evidence. Its contribution is a testable account of information passage across relational and procedural boundaries, with explicit conditions under which RCA would add little to existing explanations.
This paper advances the RCA evidence foundations by developing a process theory. Six states distinguish recognition, expression, conveyance, consideration, disposition, and retention. Eight propositions connect these states with RCA's nine existing domains. The paper reports conceptual analysis and proposed research, with hypothetical illustrative episodes and no original participant dataset.
